The Civil Service Commission (CSC) conducted a courtesy visit to the Commission on Higher Education (CHED) Caraga on March 20, 2025 and initiated discussions on the implementation of the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM).

During the visit, CSC provided an overview of the PRIME-HRM, emphasizing its role in strengthening human resource management (HRM) practices across government institutions. The discussion focused on CHED Caragaโ€™s potential participation in the program, highlighting the importance of fostering a culture of excellence, meritocracy, and innovation in HRM systems.

The meeting was attended by Dr. Nelia A. Alibin, CHED Caraga Regional Director, together with Dr. Julia Felisa C. Martinez, Chief Education Program Specialist, Ms. Noeme Rose D. Mani, OIC – Chief Administrative Officer, and CSC personnel headed by Dir. Meshach D. Dinhayan of CSC Agusan del Norte and Dir. Aurora B. Mantilla of CSC Agusan del Sur.

CHED Caraga expressed its commitment to further collaborate with CSC, ensuring that its HRM systems align with the standards set by PRIME-HRM. Future engagements and technical assistance will be explored to facilitate the programโ€™s implementation within the regional office.

PRIME-HRM is CSCโ€™s flagship initiative designed to elevate HRM systems in the public sector, enhancing efficiency and accountability in government service.
